regards to the above-mentioned motion by Councilor Elliott, I have been in
communication with Mark Young, Waste Water Treatment Director. </p>

<p class=MsoNormal style='mso-layout-grid-align:none;text-autospace:none'><o:p>&nbsp;</o:p></p>

<p class=MsoNormal style='mso-layout-grid-align:none;text-autospace:none'>Mr.
Young reports that the first phase of the project will begin shortly as the
contracts are in place.<span style='mso-spacerun:yes'>  </span>The first phase
replaces the Gravity Thickener drivers which are located in the covered sludge
tanks and also replaces the Aeration Blowers, which have proven to be
unreliable. A portion of the recent 5 million dollar bond funds these
upgrades.<span style='mso-spacerun:yes'>  </span>The bond also funds the design
of the Aeration upgrade and the upgrade/replacement of the Pepcon Odor Control
System as well as the installation of an odor control bio-filter for the second
phase of the Odor Mitigation project. Depending upon the size of the second
project a Septage handling station may be included.</p>
