Public Notice - Base Flood Elevations (BFE)

The Federal Emergency Management Agency (FEMA) conducted public notifications regarding changes to the Base Flood Elevations (BFE) which will likely impact the Flood Insurance Rate Map for your property. FEMA published public notices in the Lowell Sun between the periods of June 5th through June 12th.

On the date of the last published public notice, an appeal period, regarding the proposed BFE’s began.  Further information regarding the proposed flood elevation determinations are available at http://www.fema.gov/plan/prevent/fhm/bfe or on file in the City of Lowell’s Engineering Office located at 375 Merrimack Street.

According to FEMA regulations, individuals may appeal the proposed Base Flood Elevations (BFE).  By FEMA regulation, “Appeals of the proposed BFE shall be based only upon scientific or technical evidence contrary to that of the FEMA study”.

Any and all appeals will need to be reviewed and commented by the City of Lowell prior to being forwarded to FEMA.  In order to facilitate this requirement, the City has attached an appeal form.  If you are aware of evidence, based on “scientific or technical” data that would impact the BFE and wish to file an appeal, please complete the FEMA Flood Map Appeal Form and return it no later than September 4th, 2008 to the City Engineer’s Office, 375 Merrimack Street, Lowell, MA. 01852.
