NOTICE OF AVAILABILITY

 FOR THE

DRAFT 2006-2007 CONSOLIDATED ANNUAL PERFORMANCE

AND EVALUATION REPORT

The City of Lowell Division of Planning and Development (DPD) has completed a draft of the Consolidated Annual Performance and Evaluation Report (CAPER) for fiscal year 2006-2007.  The report addresses the use of federal funds under the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships Program (HOME), and Emergency Shelter Grant (ESG) Program in the City of Lowell; and the Housing Opportunities for Persons with AIDS (HOPWA) Program in Middlesex County for the period July 1, 2006, through June 30, 2007. 

The Draft CAPER will be available for review and public comment from September 7, 2007 through September 24, 2007.  All written comments received will be included in the Final CAPER sent to HUD along with the City’s responses.  Copies of the draft report are available at www.lowellma.gov/depts/dpd/services/comdev/consolidated.  Printed copies are also available for public review from 8:00 AM to 5:00 PM at the Division of Planning and Development, JFK Civic Center, Second Floor, 50 Arcand Drive; at the Office of the City Clerk, City Hall, 375 Merrimack St.; and at the Pollard Memorial Library, 401 Merrimack St. during normal operating hours. 

 Written comments may be submitted to Adam Baacke, Deputy DPD Director, 50 Arcand Drive, Lowell, MA 01852, faxed to 978-446-7014, or emailed to abaacke@lowell.ma.gov. For consideration, comments must be received no later than September 24th at 5:00 PM.
