Please be advised:
Effective May 1, 2010, the City of Lowell has issued a Permit Manual that is now in force. This manual gathers all existing regulations, and a few updates, into one document.
All work impacting the City’s Right-of-way must follow the rules spelled out in this document.
You can download a copy online or copies can be purchased at the DPW office on Middlesex St., the Engineer’s office in City Hall, 3rd floor.
