The City of Lowell’s Division of Planning and Development (DPD) and the Lowell Housing Authority (LHA) are requesting proposals from qualified owners for Section 8 Program and Lowell rental Assistance Fund Program Project-Based Assistance for existing, substantial rehabilitation, and new construction of housing serving families within the City of Lowell.
