City Announces Funding Opportunity for Energy Efficiency in Historic Lowell: The City of Lowell is proud to announce an exciting opportunity for businesses, building owners, and residents of Lowell’s Downtown Historic District (DLHD) to seek up to $500,000 in combined grant and loan incentives for energy efficiency improvements to their buildings. Energy efficiency retrofits will improve building comfort, save energy, and reduce energy costs for building owners and business; the City also expects broader community benefits by reducing greenhouse gas emissions and creating jobs. The City will soon be implementing additional incentive programs for energy efficiency retrofits for homeowners throughout the city, and is using other federal funds to retrofit schools and municipal buildings.

BetterBuildings in the Downtown Lowell Historic District: From the Past, For the Future: The City of Lowell is pleased to announce the first element of the Lowell BetterBuildings grant program funded by the federal Department of Energy (DOE). Participants in National Grid’s energy efficiency Direct Install Program can apply for a rebate of up to $1500 on installed equipment if their property is located within the Downtown Lowell Historic District. The rebate will be provided by the City of Lowell’s BetterBuildings Grant Program, a Recovery Act-funded grant program promoting energy efficiency upgrades to buildings in the Historic District.

This summer, as part of the public outreach component of the update, the Department of Planning and Development will host a series of five public visioning sessions to collect input from the community and help inform the city's vision for the future. City Prepared for Hurricane Irene: As hurricane Irene moves closer to New England and as weather reports update here expected track, City officials are preparing for her potential arrival Saturday evening. Central Street Cobblestone Work Update: The next phase of the cobblestone project on Central Street from Market St. to Appleton St. is on schedule for Saturday, October 22nd at 5:30 a.m. This part of the project consists of paving the area that was milled on the 11th and will take most of the day. During this phase, there will be no traffic allowed in the area. Detours around the area will be designated with signage and police details will be on site to assist with traffic flow.

Register Now for Lowell's Workshop on Complete Streets - Jan 25th, 6:30 PM: Complete streets are designed for everyone (bicycles, pedestrians, buses, and cars) and are therefore an important element in urban livability. Baystate Roads is pleased to offer a 3-hour introductory workshop on Complete Streets on Jan. 25 at 6:30 PM at the Early Garage on Middlesex Street. This training will define Complete Streets, communicate the transportation, public health and environmental benefits and discuss implementation strategies.

Notice of Amendment to Annual Action Plan: The City of Lowell is amending its 2010-2015 Consolidated Plan and its FY 2011-12 Annual Action Plan as follows: Unexpended prior year CDBG funds in the amount of $273,523.05 will reimburse the City’s HOME program, per federal requirements, for costs associated with the acquisition of property at 391 Pawtucket Street. This property will be sold and maintained as a CDBG-eligible public facility for a period of no less than five years and will eventually be redeveloped into affordable housing.
