BUSINESS
A. DLHD-06-44: 30 Market Street
The Italianate style former Hamilton Mfg. Co. Blue
Dye House, built 1883. Application for
an Historic Permit for exterior rehabilitation, roof decks, and associated site
improvements (continued from 6/12/06).
The Chairman opened the
meeting, noted that it was a continuation of a Public Hearing that originally
began on June 12, and that the purpose of the continuation was to hold a site
visit to view rooftop mock-ups of the proposed roof structures and decks. He noted that all elements of the building’s
rehabilitation had been approved at the last meeting with the exception of the
roof decks and associated structures.
The Chairman recognized
applicant David Silverstein. Mr.
Silverstein said that they began focusing on the roof mock-ups and revisions to
the proposed plan immediately after the last meeting. He noted that they have scaled back the previous proposal and
have constructed representative samples of several roof elements for the Board
to view.
Several elements were viewed
from the Central Street bridge over the Pawtucket Canal including proposed
locations of privacy walls, stairway headhouses, and railings. It was noted that the headhouses were
reduced in height to 4.5 feet at the front through the use of shed roofs, thus
minimizing their impact. All mock-ups
were full scale and placed in the exact locations they would be constructed
in. Mock up elements including
pipe/mesh rails, posts, and walls were painted the same gray color that the
final construction was proposed to be.
Several elements were also viewed
from Market Street, the impact of which was lessened by the reduction in height
and the relocation of the Unit 14 roof deck from the front to the center of the
roof. Ms. Mayo noted that her initial
concern about this particular location was relieved due to the adjustments made
by the applicant.
Mr. Aucella said that the
effort made represented a compromise on the part of the applicant.
The Chairman said that he was pleased with the
effort made on the part of the applicant and his team. He noted
that it made the proposal much easier to visualize and stated that all future rooftop installations should be judged in a similar manner.
Motion by Mr. Aucella, seconded by
Mr. Lockhart, to:
vote to issue the Historic Permit for the rooftop decks, railings, and other structures at 30 Market Street in the Downtown Lowell Historic District conditional upon the following:
· Submittal, review, and approval of final details and/or scope of work alterations related to all roof
elements including, but not limited to, decks, railings, mechanical equipment, and other structures prior to commencement of individual work items; and
· Submittal, review, and approval of design, material, and color samples for metal work and flashings, and
paint. On-site samples will be required for review and approval prior to commencement of individual work items.
Work is consistent with Section 2.301, 2.303, and 2.326 of the Downtown Lowell Historic District Design Review Standards.
Unanimously
approved, 5-0.
