Lowell's Neighborhoods
The DPD works cooperatively with residents, businesses, institutions, and other stakeholders to create action plans for Lowell’s neighborhoods. The purpose of these plans is to create a shared vision for the neighborhood’s future, to address challenges and opportunities in a proactive manner, and to formulate specific action steps, informed by local conditions, to implement Lowell’s Comprehensive Master Plan.
