Notice of RFP Availability

A Request for Proposal (RFP) for Federal Funds (CDBG, HOME, and ESG) is available through the City of Lowell, Division of Planning and Development. For technical assistance in preparing the RFP is available, please contact Clare Conway or Allison Lamey at (978) 970-4252.

The City of Lowell anticipates receiving federal funds in the following amounts for the fiscal year beginning July 1, 2005 and ending June 30, 2006.

In past years, the Consolidated Plan RFP has listed all funds received as “available” regardless of prior multi-year commitments. In the interest of providing greater clarity to potential respondents, this RFP identifies the actual amount that has not been committed under prior year processes and is available for distribution under this RFP process. Compared to FY05, this reflects essentially level-funding of our entitlements, but a reduction in the amount of program income that is anticipated.

The Request for Proposal (RFPs) document was made available January 4, 2005, and may be obtained via one of the following methods:

  • By filling out the On-line Request Form.
  • In person from the City of Lowell’s Division of Planning and Development (located at JFK Civic Center, 50 Arcand Drive, 2nd Floor, Lowell MA 01852).

An informational Public Hearing was held on Thursday, January 13, 2005 at 6:00 p.m. at the Lowell Senior Center.

The process for receiving completed applications for CDBG, HOME, or ESG funding is now closed. They were due by 12 p.m. on Friday, February 4, 2005 at the Division of Planning and Development's office.
