CDBG, HOME and ESG Funds
Notice of RFP Availability
A Request for Proposal (RFP) for Federal Funds (CDBG, HOME, and ESG) will be available through the City of Lowell, Division of Planning and Development on November 19, 2007. For technical assistance in preparing the RFP please contact Allison Lamey at (978) 446-7200.
The City of Lowell anticipates receiving federal funds in the following estimated amounts for the fiscal year beginning July 1, 2007 and ending June 30, 2008.

In past years, the Consolidated Plan RFP has listed all funds received as “available” regardless of prior multi-year commitments. In the interest of providing greater clarity to potential respondents, this RFP identifies the actual amount that has not been committed under prior year processes and is available for distribution under this RFP process.
The Request for Proposal (RFPs) document will be made available November 19, 2007, and may be obtained via one of the following methods:
- By filling out the On-line Request Form.
- In person from the City of Lowell’s Division of Planning and Development (located at JFK Civic Center, 50 Arcand Drive, 2nd Floor, Lowell MA 01852).
- Or by contacting Allison Lamey at (978) 446-7200.
An informational Public Hearing will be held on Thursday, November 29, 2007 at 5:30 p.m. at the Lowell Senior Center.
Completed applications must be received and time stamped at the DPD Office by 12:00 Noon, Friday, December 21, 2007. Applications may be mailed or hand delivered. Electronic submittals will not be accepted.
