Vacant Lots

Most vacant lots in Lowell’s neighborhoods are privately owned properties that were abandoned by their owners. In most cases, the owner stopped paying taxes and stopped maintaining the building, which later had to be demolished by the City after falling into disrepair. The City works to acquire these properties through the courts. If the property is owned by the City, the property may be sold back to the public at an auction to the highest bidder, through a competitive process called a Request For Proposals (RFP), or through the Yard Sale Program.
