Comprehensive Master Plan

A Vision for Lowell's Future

The City of Lowell's Comprehensive Master Plan was adopted by the Lowell Planning Board in July 2003 and endorsed by the Lowell City Council soon after in October 2003. This document is a policy statement that establishes long-term goals and provides a shared vision aimed at a unified and coordinated development of the City of Lowell. The long-range policies within the plan serve as the framework for future development, outlining the specific goals for the City of Lowell for the next 20 years.

The plan is also used to guide the location, development, and maintenance of the many facilities and services provided by the City. As such, the Master Plan is one of the main policy tools of the City Council, Planning Board, Zoning Board of Appeals, the City's administration, and the Division of Planning and Development (DPD), as well as other City boards and departments.

The Comprehensive Master Plan is a product of extensive data collection and analysis as well as public opinion research. The complete Master Plan may be viewed on our site in pdf format.
