Hearings
1782 Middlesex Street
The Lowell Planning Board will hold a public hearing to hear all interested persons relative to an
application by Basil and Joanne Karanastasis for Site Plan Review for a project located at 1782
Middlesex Street. The project proposes to raze two existing buildings currently on site; one building
operating as a beauty salon the other is a single family home. Redevelopment of the site includes a
7,500sqft commercial building and 19-space parking lot. The commercial building will hold 5 store
fronts each approximately 1,200sqft in size. The project is located in the RR (Regional Retail) zoning
district, and requires site plan review under Section 11.4 of the Lowell Zoning Ordinance.

760 Merrimack St., 20 Decatur Ave., & 117 Salem St.
A Public Hearing will be held to hear all interested persons relative to an application by Coalition for a
Better Acre for site plan review of the project located at 760 Merrimack Street, 20 Decatur Ave., and
117 Salem Street. The proposal includes the renovation of the former St. Joseph’s High School
located at 760 Merrimack Street into 22 affordable residential units. The redevelopment includes
36,634sqft of building area on three (3) parcels totaling 19,593sqft, and will include the construction
of 23 parking spaces in a lot accessible from Decatur Ave. The project is located in the UMU (Urban
Mixed-Use) zoning district, and requires site plan review under Section 11.4 of the Lowell Zoning
Ordinance.

61 First Street Blvd.
A Public Hearing will be held to hear all interested persons relative to an application by the City of
Lowell through the office of the City Manager for site plan review for the development of property
located at 61 First Street Blvd. The proposal includes the construction of a fenced in dog park
approximately a quarter an acre in size on a 64,647 square foot parcel. The park will be accessible
from the VFW parkway and includes 23 parking spaces. The site is located Partially in the Traditional
Multi-Family (TMF) and Traditional Two-Family (TTF) zoning district. Site plan review is required
under Section 11.4 of the Lowell Zoning Ordinance.

Update on Hamilton Canal District Form Based Code
DPD staff will provide an introduction to the permitting process for the Hamilton Canal District and
review the current draft of the building standards, thoroughfare standards and open space standards
with the Planning Board.

868 Middlesex Street
The Board will review changes and updates made to the site plan for 868 Middlesex Street, including
additional landscaped islands and trees, a dumpster to accommodate trash removal, improved site
grading to accommodate handicap parking spaces, and the addition of a stormwater report and plan.
The plan alterations were made in order to satisfy conditions placed on the approval of the site plan.

Lot Release: Residents First Development Corporation – 1436 Gorham Street
The Board will discuss the lot release proposal for ten (10) lots located in the Residents First
Development Corporation project. The addresses of the lots are 70-76, 82, 83 & 87 Murray Lane.
