HUD FY 2007-08 Annual Action Plan

The City of Lowell, Office of the City Manager, through its Division of Planning and Development (DPD) makes available the Fiscal Year 2007-08 ANNUAL ACTION PLAN, approved by the City Council on May 8, 2007.  The one-year plan outlines the use of Federal resources in response to housing, community, and economic development priorities identified by the City for entitlement grants from the Community Development Block Grant Program (CDBG), HOME Investment Partnership Program (HOME), Emergency Shelter Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA).

All selected applicants will receive written notification of the final award by July 2007. Each grant awarded and its project description is subject to the execution of a final agreement between the City and the applicant.  No expenditures of funds can be incurred until an agreement has been fully executed and the City has issued an approved purchase order.

Copies of the final plan are available at http://www.lowellma.gov/depts/dpd/services/comdev/consolidated Printed copies of the document are also available for public review from 8:00 AM to 5:00 PM at the Division of Planning and Development, JFK Civic Center, Second Floor, 50 Arcand Drive; at the Office of the City Clerk, City Hall, 375 Merrimack St., and at the Pollard Memorial Library, 401 Merrimack St. during normal operating hours.
